NEW YORK TheStreet -- In the last couple of years there has been a flurry of exchange-traded products covering the master limited partnerships, or MLPs, with all of the funds so far having slightly different weightings of the same relatively large MLPs. MLPs often provide infrastructure that allows oil and gas to get from one place (where it is taken out of the ground) to where it can be processed for consumption (like refineries) and collects what amounts to a toll.
The new Global X Junior MLP ETF hopes to separate from the pack by offering small-cap MLP exposure. The Global X literature promoting the fund points to IEA estimates about increased oil and gas production in the U.S. benefitting MLPs in general, and increased production in the Bakken benefitting the small caps in particular, as the catalyst to buy MLPJ because exploration is more likely to involve smaller companies, even for transportation.
The methodology for the underlying index' construction calls for companies with market caps of $2.5 billion or less. The largest holdings in the fund are Suburban Propane Partners 6.77%, Northern Tier Energy 6.61% and Alliance Resource Partners . Proposed child:staff ratios have caused concern across the sector, with many worried about the implications
Terina Manchand-Simpson, manager of Lithos Pre-school in Swiss Cottage, north London, believes that "free-flow play" ? which involves moving between indoor playrooms and an outdoor playground at will ? is one of the most important facilities that her centre offers. And one that the children she cares for enjoy.
"It's not just about their physical development," she said. "Being able to go outside whenever the children want sparks unexpected learning curves. When it was snowing, they broke ice off the play equipment and we talked about it melting, then put snow into a tray with toy polar bears. In the autumn, they picked up leaves and we did all sorts of projects."
But Manchand-Simpson fears that free-flow play may have to stop, thanks to the increased child-to-staff ratios.
Statutory ratios vary for age and settings but the changes due to come into force in the autumn will increase the number of two-year-olds per adult from four to six. For those aged one and under, the ratio will increase from three children per adult, to four. Nurseries will have a 1:13 staff to child ration that allows more babies, while childminders on their own can have 1:6, again, with more babies.
"When I first heard about the new ratios [for two-year-olds], my immediate thought was: 'How will this impact on the children?' I thought straightaway of our free-flow play.
"We have 15 children here and a child: staff ratio of 3:1. I just don't see how those same adults could safely care for twice as many children," she said, staring out into the playground and trying to picture it. No. I can't see how that would be safe."
There are other implications from the new ratios. Monday was the start of Micah Daycreator's third week at the pre-school ? and the first day he didn't arrive tearful, needing one-to-one attention from Manchand-Simpson.
"Micah is a standard, normal three-year-old. He just took a long time to settle," said Manchand-Simpson. "I could give him the attention he needed but there's no way I could have done that had I had more children to look after."
Natalie, Micah's mother, also pointed out that her son has chronic asthma: "What are the implications for his care if there are more children per staff member?"
Manchand-Simpson's concerns are echoed by many across childcare. Nursery World magazine reports that almost the whole sector is against the new proposals. The National Childminding Association (NCMA) said its members feel so strongly that they have started a petition in protest.
Almost 95% of respondents to a survey by the Pre-School Learning Alliance said they would not be able to maintain quality service with fewer staff. The Day Nurseries Association, which speaks for the private sector, are also opposed, despite half of private nurseries making almost no profit this year.
Others give qualified support. Celine Coldman, an NCMA member in Rochdale, said ratios are something "you just can't generalise about". But, she adds: "To say that a newly qualified childminder could look after four children is simply quite frightening."

Funding for children's centres in England has been cut by a third over two years, according to opposition figures
More than 400 Sure Start children's centres have closed during the first two years of coalition government, with over half of those still open no longer providing any onsite childcare, according to Labour.
Despite claims by the prime minister, David Cameron, before the last general election that he "backed" Sure Start, Labour says �430m was cut from English local authority Sure Start budgets between 2010-11 and 2012-13.
London (126) and the south-east (62) are the regions that have seen most closures, according to Labour's figures, which were obtained through parliamentary questions. At local authority level, the three councils that have closed most children's centres are Conservative-run: Lincolnshire, Hampshire and Cornwall.
Using freedom of information responses received from 151 of England's 152 top-tier councils, Labour estimates that Sure Start funding has been cut by one third over the past two years ? a real terms reduction of �431,844,582. Within this figure, day-to-day running costs were cut by 19%, while capital funds were reduced by 96%.
Ministers have said that of the 401 closures, only 25 were what it termed "outright closures". The other 376 centres were reduced by reorganisations, including the merger of two or more centres. A Department for Education spokesperson said of the Labour figures: "This is nonsense. There are over 3,000 Sure Start centres in England and as this PQ [parliamentary question] states just 25 have actually closed, less than 1%. They are open to all and targeted at the poorest children.
"Less than 4% of full daycare is offered by Sure Start centres. We will give poorer two-year-olds 15 hours of free childcare every week and we are reforming funding arrangements to make sure more money goes to the frontline.
"We are also increasing funding to �2.4bn in 2013-14 and to �2.5bn in 2014-15. Councils continue to have the freedom to spend this where it's needed most, including Sure Start centres."
Labour cites a census of 500 Sure Start children's centres published by the 4Children charity last July, which showed that 55% had abandoned onsite childcare, and a fifth were charging for services that were formerly free. A fifth had reduced the number of qualified teachers and a further 20% reported they would have to reduce childcare staff.
That report concluded that despite heavy cuts, many local authorities had tried to protect Sure Start funding, and children's centres were "a picture of resilience and creativity". But 4Children warned that this "impressive fortitude" may not be sustainable in the long run.
The charity said it had not revisited the issue since its survey was published last year.
Sharon Hodgson MP, Labour's shadow children's minister, said Cameron had broken his promise to be the most family-friendly government. She said: "Before the election, David Cameron said he would protect Sure Start. But on his watch we have seen over 400 children's centres shut down, and the services they provide cut as well."
The survey is published just days after it emerged that �150m topsliced by the education secretary, Michael Gove, from English local authority funds earmarked for early intervention projects such as Sure Start and family support will be spent on the government's adoption strategy.
Local authorities see this as a further drain on their early years resources. Last autumn the government signalled that �1.5bn currently given to councils to spend as they see fit on early years projects will be spent instead on funding the government's commitment to provide free nursery education for two-year-olds.

Accidentally using the wrong credit card for a small Amazon purchase will affect my Experian credit rating for six years
I have always held an excellent credit rating and obtaining 0% interest credit has never been a problem ? until recently. About three years ago I signed up for the Amazon credit card. I used it for about a year and then, with the balance clear, I cut up the card, but unfortunately I didn't close the account.
I then moved house (from Manchester to Cornwall). At my new house I purchased an album from the Amazon MP3 store for �7.99. At the payment screen, I didn't check the default credit card (which turned out to be the Amazon card) and continued on my way.
Seven months later I asked my mortgage company for further borrowing to do some home improvements. This loan was accepted, but they advised I should check out my credit score as there appeared to be a problem.
I signed up to Experian and found that I had missed six months' payments on the Amazon credit card. I immediately called the company and cleared the debt along with �25 late charges and thought that was the end of it. The company stated they had been sending reminder letters to my previous address. I explained I had moved and it was a silly mistake.
Since then I have not been able to get credit. I was advised to add a reason to my credit report, explaining the problem, but this appears to have had no effect. I have written to Amazon Credit Card Services twice and they have refused to change the notes on my report and, as a final attempt, I have written to the Financial Ombudsmen, but as yet have not had a reply.
I have never been bankrupted, have no CCJs, have a mortgage for only 50% of my property and earn over �60,000 a year. I recently inquired into a car-leasing company as I am about to transfer from a company car scheme to a cash for car scheme, but this was refused. It's a dire situation, especially when the root of the problem is a silly mistake worth less than �30. Do you have any advice on how I can get out of this? JP, Falmouth
Your story should serve as a warning to all us, because, as you have found, having an impaired credit rating can really damage your financial life. Changing mortgage provider, taking out a credit card, and even getting a mobile phone contact all become very difficult with a default notice on your file. The problem you have is that, despite the extenuating circumstances, you didn't pay the bill for six months, triggering the default.
We asked MBNA, which provides the Amazon credit card, and it confirmed as much. It said it made multiple attempts to contact you, writing to your old address and emailing. It said it "has an obligation to report all factual information to the credit reference agencies and to report an account as defaulted. Customers in this situation are able to add a Notice of Correction to the credit file to provide an explanation".
The credit reference agency, Experian, confirmed the notice will remain for six years from the settlement date, although it suggested car-leasing firms aren't usually lenders and "wouldn't therefore have access to credit history information".
A spokesman says that as time passes, your record should have less impact, because lenders tend to focus on the most recent credit history when assessing new credit applications.
Sadly, all we can advise is that you make sure that you don't miss any of the payments on the loan you were able to take out. Pay this off on time, and this will help restore your score.

What is new technology for if not to provide a distraction from work? Twitter's Vine app allows you to film and share up to six seconds of video in tweets without any faffing around. It's not long, but is enough to show people how busy your train is, how much it's snowing outside, or even how to make steak tartare.
Have you had a go with it yet? My colleague Hannah Waldram tested it with a trip to the tea point (luckily she ran out of time before she was able to reveal the colour of the "tea" that comes out of our machines).

Hannah was impressed with the design and ease of Vine. "With Tumblr reigniting the popularity of the retro animated gif, I have no doubt many will enjoy creating and sharing unique titbits of video," she says.
"It's an extension of twitpic and twitvid, which have been popular, and similar to other short-animation apps in vogue at the moment like Cinemagram and 1 second every day."
My own efforts were less successful. I liked using it, but my efforts to share videos fell at an early hurdle ? I failed to tick that I wanted to tweet the video as I uploaded it and can't work out how to do so retrospectively. Does anyone know if that's possible? (If it isn't, you'll have to visit Vine to enjoy the view from my desk.) And six seconds seemed far too short for anything much.
